In Iowa, apostilles are issued by the Iowa Secretary of State — specifically through its Notary and Authentications division. This applies to documents issued in Iowa, certified by an Iowa public official, or properly notarized by a commissioned Iowa notary public. Iowa authentication for non-Hague countries follows a separate legalization process and may require additional federal, embassy, or consular steps.

Iowa Apostille Requirements

The Iowa Secretary of State verifies the signature or seal of the official who issued or notarized your document. This means eligibility depends on who signed it and how. Here is what to know before you submit:

  • Vital records. A birth or marriage certificate requires a certified copy from Iowa Vital Records or the relevant county office. Photocopies are not acceptable, as the document must carry the original signature of the issuing official.
  • Notarized documents. Powers of attorney, affidavits, and similar private documents must be notarized by a commissioned Iowa notary public with a proper Iowa notarial certificate. 
  • Academic documents. An Iowa diploma apostille or Iowa transcript apostille may require notarization before submission. The document should include the required school official’s signature, notary signature, and Iowa notarial certificate. If a notarized or copy-certified version is used, confirm that the receiving authority will accept it before submission. 
  • Out-of-state documents. The Iowa Secretary of State cannot apostille documents issued in another state.

FBI Background Check Apostille Services in Iowa
