Getting an Apostille in Pennsylvania

The Pennsylvania Department of State in Harrisburg authenticates records that originate in Pennsylvania or have been properly notarized there. Depending on the destination country, the Department issues either an apostille or the certification needed for further legalization.

Pennsylvania Apostille Requirements

The Pennsylvania Department of State authenticates documents only when the required signature, certification, or notarization is in place. What that looks like varies by document category:

Vital documents. Birth and death records must be official state-issued copies rather than ordinary photocopies. Death certificates need the State Registrar’s signature, while marriage records must carry the signature of the register of wills or clerk of the orphans’ court. Court records. Divorce decrees, judgments, and other court documents should be official certified copies from the court that holds the record. Photocopies of certified documents are not accepted for authentication.
State, county and local government records. These documents need the original signature and official seal of the appropriate Pennsylvania official. County records must be signed by the clerk in charge of the office rather than an assistant or deputy clerk.
Business documents. Records issued or certified by the Commonwealth should carry the required official certification. Privately prepared corporate documents may need to be signed and notarized before they can receive a Pennsylvania business document apostille.
Private documents. Powers of attorney, affidavits, consent forms, passport copies, and similar records generally need to be signed and notarized by a Pennsylvania notary public. The certificate of notarial act must be completed in English before an apostille for documents notarized in Pennsylvania can be issued.
Academic documents. Diplomas, transcripts, and similar school records must be notarized by a Pennsylvania notary public before submission. A school seal or unsigned photocopy alone is not sufficient for a transcript and diploma apostille.

FBI Background Check Apostille Services in Pennsylvania

An FBI Identity History Summary, commonly referred to as an FBI background check, does not follow the Pennsylvania state apostille process. As a federal record, it must go through the U.S. Department of State, Office of Authentications.
