How to Get an Apostille in Puerto Rico

A document issued in Puerto Rico for use abroad may need an apostille or another form of authentication before the receiving authority will accept it. If you are unfamiliar with what an apostille is, it authenticates the signature, the capacity of the person who signed the document, and, where applicable, the seal or stamp. It does not verify the document’s contents.

Although Puerto Rico is a U.S. territory, records issued there follow a local apostille process. So, where to apostille documents in Puerto Rico? Requests for eligible documents go through the Puerto Rico Department of State, specifically its Certifications and Regulations Division in San Juan. These can include birth, marriage, and death certificates, diplomas and academic transcripts, criminal record certifications, powers of attorney, and deeds.

The required procedure depends on the destination country. For countries that are party to the Hague Apostille Convention, an apostille is generally the required form of authentication. Documents intended for non-Hague countries may instead require an authentication certificate followed by embassy or consular legalization. Our apostille services can help determine the appropriate route and handle the required authentication steps.

Puerto Rico Apostille Requirements

Before submitting a document for Puerto Rico document authentication, check how that particular record must be prepared. The requirements vary depending on whether you are working with a vital record, public deed, private document, or academic record:

  • Birth certificates. A Puerto Rico-issued birth certificate should generally have been issued on or after July 1, 2010. Older certificates need to be replaced with a newer certified copy before requesting a Puerto Rico birth certificate apostille.
  • Public deeds. Submit a certified copy issued by the notary, with the corresponding stamps canceled.
  • Private documents. Powers of attorney, affidavits, and similar records must be properly notarized in Puerto Rico before submission. Documents notarized elsewhere generally follow the apostille or authentication process of the state or country where the notarization took place.
  • Academic records. Diplomas and credit transcripts should be issued by the school as notarized copies in Puerto Rico. If you need a Puerto Rico diploma apostille, we can also help apostille diplomas and transcripts once the records meet the required preparation standards.

In general, the Department expects original documents or certified copies rather than ordinary photocopies.

FBI Background Check Apostille Services in Puerto Rico

Puerto Rico residents may need an FBI background check, formally called an FBI Identity History Summary, for use abroad in immigration, foreign residency, international employment, work or study visas, citizenship, adoption, or professional licensing. Because this is a federal document, it cannot be apostilled by the Puerto Rico Department of State.

The FBI Identity History Summary is submitted to the U.S. Department of State’s Office of Authentications for the appropriate certificate. For use in a country where the Hague Apostille Convention applies, an FBI background check apostille may be required. For other destinations, an authentication certificate followed by embassy legalization may be necessary.

A criminal-record certification issued in Puerto Rico follows a different route. It is a local document handled by the Puerto Rico Department of State, while an FBI Identity History Summary follows the federal process described above.
